TAMPA, Fla. (AP) ? Lifted by a show of Republican unity that once seemed so distant, Mitt Romney plunged into the presidential campaign's final 67 days focused more than ever on jobs and the economy, and depicting President Barack Obama as a well-meaning but inept man who must be replaced.

"America has been patient," he told the nation. "Americans have supported this president in good faith. But today, the time has come to turn the page."

Ann Romney made the rounds of Friday morning talk shows to pronounce her husband the right man to fix a troubled economy, and predicted that argument would win over women voters who haven't voted Republican in the past.

She said women tell her: "It's time for the grown-up to come, the man that's going to take this very seriously and the future of our children very, very seriously," Mrs. Romney said on CNN. "I very much believe this is going to be an economic election, and I think a lot of women may be voting this cycle around in a different way than they usually are, and that is thinking about the economy."

Obama, who will hold his own convention next week, served notice that he will use his powers of incumbency to make Romney's mission hard. Obama planned to visit a Texas military base exactly two years after declaring the end of the U.S. combat mission in Iraq, the war that haunts the last Republican president. This, as Democrats prepare to gather in Charlotte, N.C., for Obama's convention.

His campaign issued a morning-after critique of Romney's speech that faulted the GOP nominee for skipping over failings in his record on job-creation as Massachusetts governor and for not being up-front with voters about details of his economic plans that Obama says would reduce taxes for the wealthy and increase burdens on the middle class.

"Thursday was Mitt Romney's big night to tell America his plans for moving forward, yet he chose not to," the Obama campaign's web video says.

Romney capped a high-energy night closing the Republican National Convention with a spirited and unusually personal speech infused with his family life, touching on his Mormon faith and recounting his youth. The cheers were loud and frequent, surely music to the ears of a candidate who struggled throughout the bruising primary season and beyond to bury doubts among many in his party that he was the authentic conservative in the field.

"Now is the time to restore the promise of America," Romney declared to a nation struggling with unemployment and the slowest economic recovery in decades.

Polls suggest a to-the-wire campaign finish. The two men will spend the next 10 weeks in a handful of competitive states, none more important than Florida and Ohio, and meet in one-on-one debates where the stakes could hardly be any higher.

The campaign themes are mostly set. Romney depicts the president as a once-inspiring but disappointing figure who doesn't understand job-creation or ordinary Americans' frustrations. Democrats portray Romney as a man shifting ever rightward in the absence of core convictions, and a wealthy plutocrat who can't relate to the middle class.

Hanging over the campaign is a big number: the nation's 8.3 percent unemployment rate. It is Obama's biggest impediment to a second term. Republicans seem to be banking on the notion that it will bring Obama down if Romney simply presents himself as a competent alternative.

Strikingly absent from Romney's campaign, including the three-day convention in Tampa, were detailed explanations of how he would tame deficit spending while also cutting taxes and expanding the armed forces. He seems to be asking voters to trust his ability to create jobs and to make tough, unpopular decisions later.

Romney used his biggest moment yet in the spotlight, Thursday's televised acceptance speech, to put a softer glow on his business record and to make short work of a conservative checklist that is now less important as he pursues swing voters.

He briefly hailed "the sanctity of life," but did not mention "abortion," illegal immigration, or even Ronald Reagan by his first name.

Romney's speech also omitted many of the sharp barbs that he and his allies often throw at Obama.

"I wish President Obama had succeeded, because I want America to succeed," Romney said. "But his promises gave way to disappointment and division. ... We deserve better."

He repeated his claim that Obama can't lead America out its economic doldrums because he has no business background.

"Jobs to him are about government," Romney said.

The relatively toned-down rhetoric was a shift from Romney's taunt, only two weeks ago, of "Mr. President, take your campaign of division and anger and hate back to Chicago."

Thursday's gentler tone by Romney might simply be a nod to reality. Polls repeatedly find that voters find Obama more likable than Romney. Romney's convention message was: It's OK to like Obama even as you fire him.

Of course other top Republicans, and Romney himself, might revert to ripping into Obama, especially if they don't see polls moving in Romney's direction soon in the 10 or so states up for grabs.

Democrats hope their convention in Charlotte will, at a minimum, neutralize any GOP bounce out of Tampa.

Obama seemed equally willing to avoid bombastic rhetoric for a while. He told Time magazine he hoped his re-election would help end the political stalemate in Washington, much like "popping a blister."

The president also said he wants to do a better job of explaining how his policies will help boost the economy.

Obama planned to campaign this weekend in Ohio, Colorado and Iowa.

Romney planned to campaign Friday in Virginia, Saturday in Ohio and both days in Florida before taking a couple of days to rest while Democrats start their quadrennial show in Charlotte.

Obama narrowly won North Carolina in 2008, and scheduled his 2012 convention there in hopes of repeating the unexpected feat. Romney's path to victory is severely complicated unless he puts the state back in the GOP column.

Like any presidential challenger, Romney must do two things: Make voters willing to oust the incumbent, and make himself an acceptable replacement.

In Thursday's address, Romney seemed to assume Americans have already cleared the first hurdle, weary of high unemployment.

"What America needs is jobs, lots of jobs," Romney said. "To the majority of Americans who now believe that the future will not be better than the past, I can guarantee you this: if Barack Obama is re-elected, you will be right."

White House press secretary Jay Carney said Obama's visit to Fort Bliss on Friday will highlight administration efforts to support U.S. service members and their families, both in Iraq and Afghanistan. Those efforts include attempts to combat what Carney called "unseen wounds" of the Iraq and Afghanistan wars, including post-traumatic stress disorder and traumatic brain injury.

Romney avoided the topic of terrorism and wars in Islamic countries, which bedeviled President George W. Bush's final years and helped launch Obama's career. In his big speech Thursday, Romney did not mention Iraq, Afghanistan or terrorism.

(AP) ? The bodies of two slain women were found in Russia beneath a scrawled message demanding freedom for the jailed members of the Pussy Riot band, officials said Thursday.

While a Russian investigator cautioned that the killer was possibly trying to mislead police by drawing attention to the punk provocateurs, the alleged link between a killer and anti-Putin protesters was immediately seized upon by Russian media and pro-Kremlin publicists.

Some publications ran headlines claiming that Pussy Riot supporters "committed" or "inspired" a double homicide. The coverage was full of the mostly negative terms used by Kremlin-friendly television networks and media in their coverage of the protesters' trial.

A Moscow court earlier this month sentenced three Pussy Riot members to two years in jail for performing a "punk prayer" against President Vladimir Putin at a Moscow cathedral in February. The trial, widely seen as Kremlin-orchestrated, caused an international furor, with celebrities such as Paul McCartney urging Russian authorities to free the band.

The jailed band members' attorney said on Twitter that "what happened in Kazan is horrible," calling the case "either a horrendous provocation or a psychopathic" case.

"I am sorry that some freaks are using Pussy Riot's band name," Nikolai Polozov was quoted by the Interfax news agency as saying.

Russia's Investigative Committee said the women, aged 76 and 38, were killed late last week in their apartment in the central city of Kazan with the words "Free Pussy Riot" written on the wall in English, "presumably" with blood.

The substance has not yet been confirmed, it said in the statement.

The agency did not provide the women's names or reveal details about their occupations or whether they had any connection to the band. The Russian tabloid Lifenews quoted an unnamed investigator as saying their faces and bodies were disfigured by multiple stab wounds.

An investigator in Kazan said the murderer was either psychotic or a drug addict who was trying to cover up the crime by attributing it to the band's supporters.

The killer "was trying to avoid suspicion" by misleading police, investigator Andrey Sheptitsky said in televised remarks.

That sense of caution was ignored by many Russian media outlets.

Kristina Potupchik, a pro-Putin blogger and former spokeswoman for a militant youth group known for its violent pranks against opposition and Kremlin critics, said in a post that the band's supporters "will not get away" after the killing. She also compared them to Charles Manson, whose followers used the blood of murder victims to write on the walls of their houses.

The leader of an Orthodox youth group that has accosted and assaulted Pussy Riot supporters claimed that they are capable of committing "any" crime.

"The infernal force that drives them hates God, believers and humankind in general," Dmitry Tsorionov told Interfax on Thursday. "These people are capable of committing any crime, and nothing but force and law can stop them."

The country's dominant Orthodox Church has called the band's stunt sacrilegious but hundreds of artists, musicians and other intellectuals have signed petitions urging authorities to free them.

Several wooden crosses that stood outside Orthodox churches in Russia and neighboring Ukraine have been toppled by people who have claimed to be the band's supporters.

The band's manager and the husband of one of the jailed rockers, however, said the band disapproved of the vandalism.

A poll released Thursday by the state-run VTsIOM polling agency showed that one-third of Russians considered the two-year jail sentence for the band members too harsh, while another 31 per cent found it appropriate. The survey questioned 1,600 people nationwide on Aug. 25-26 and gave a margin of error of 3.4 percentage points.

California's San Bernardino seeks job, service cuts while in bankruptcy

(Reuters) - Officials in the California city of San Bernardino, which filed for bankruptcy this month, presented a plan on Wednesday to slash its budget by 30 percent and eliminate more than 100 jobs and cut services.

The 71-page plan, presented to the city mayor and council in a special closed session - and unexpectedly released publicly on Wednesday evening - asks for the elimination of over 100 full-time city jobs, from the mayor's office, through city departments and in the fire and police services.

Many other vacant jobs will not be filled and some part-time jobs will be eliminated. The plan also looks at cutting funding for the public library, and evaluations of whether to close the city cemetery and various community and senior centers.

San Bernardino is the third Californian city to file for bankruptcy protection since June, following Stockton and Mammoth Lakes. Analysts believe more cities will likely follow given the severity of California's budget crisis.

When San Bernardino, a city of about 210,000 people 65 miles east of Los Angeles, filed for Chapter 9 bankruptcy protection on August 1, it cited a $45.8 million budget deficit and a general fund - used to pay its employees and fund other essential services - essentially depleted.

The city has been without an official operating budget for this fiscal year. It approved a short-term emergency plan last month that expires in four weeks.

The budget presented on Wednesday by the city manager's office will serve the basis for a "pendency" plan that will serve as San Bernardino's operating budget through the bankruptcy proceedings, which could take many months.

Although the plan's authors acknowledged the severity of the proposed cuts, they also conceded they will still not solve the city's fiscal crisis.

They said the job cuts, together with other savings like the consolidations of departments, will lead to savings of over $22 million, but "do not close the $45.8 million gap for this fiscal year."

Further, they wrote, the cuts do nothing to address last year's $18 million cash deficit or begin to fund the more than $300 million in unfunded liabilities.

By far the biggest unfunded liability facing the city is its pension obligations for its public employees, especially its police and firefighters. Successive councils since the 1990s have awarded those workers ever more generous retirement benefits.

According to the city's bankruptcy filing, its unfunded pension costs to California's public retirement system are $143.3 million.

The three California bankruptcies are being closely watched by markets as they will be test cases for how far cities can reduce or eliminate their obligations to bondholders and pension funds.

This week, the Obama Administration is claiming in federal court that acquiring a government-issued identification in order to vote is too much of a burden for some people.? The case is being argued in a building that has a strict requirement that anyone entering must first show government-issued identification.

South Carolina v. United States is being argued at the E. Barrett Prettyman Federal Courthouse, right by the National Mall and the U.S. Capitol Building where Constitution and Pennsylvania Avenues meet.

While Obama Administration lawyer Bradley Heard argued earlier this week that South Carolina?s law to prevent identity theft at the polls by requiring proof of identity such as a driver?s license will have a ?retrogressive effect? on potential minority voters, armed guards at the entrances of Prettyman Courthouse operated on orders that ?all visitors must show a photo ID issued by a government agency, such as a driver?s license.?

This fact, by the way, was acknowledged by South Carolina lawyers in a pre-trial legal brief.? They noted: ?Voter ID laws do not burden the right to vote 9or any other right) any more than courthouse ID checks burden the right of access to the courts.?

Oh, and the Obama Administration?s case against the Texas voter ID law was also argued at the Prettyman Courthouse.

Antibiotics Linked to Weight Gain in Mice

Changes in the gut microbiome from low-dose antibiotics caused mice to gain weight. Similar alterations in humans taking antibiotics, especially children, might be adding to the obesity epidemic

Bacteria living naturally within the gut provide a gateway to flab, according to a few reports this week. These bacteria may explain how antibiotics fatten farm animals and perhaps people too, and how certain genes predispose organisms to obesity.

In a study published 22 August in Nature, researchers mimicked what farmers have been doing for decades to fatten up their livestock: they fed young mice a steady low dose of antibiotics. The antibiotics altered the composition of bacteria in the guts of the mice and also changed how the bacteria broke down nutrients. The bacteria in treated mice activated more genes that turn carbohydrates into short-chain fatty acids, and they turned on genes related to lipid conversion in the liver. Presumably, these shifts in molecular pathway enable fat build-up. Just as farm animals get fat, the antibiotic-fed mice put on weight.

Martin Blaser, a microbiologist at New York University in New York, says that parents might unknowingly be promoting a similar phenomenon when they treat common ailments and ear infections in their children. To back that idea up, he points to another study he authored. The study, published on 21 August, found that a disproportionate number of 11,000 kids in the United Kingdom who were overweight by the time they were 3 years old had taken antibiotics within their first 6 months of life.

?Antibiotics are extremely important drugs,? Blaser says, ?but especially when given early in life, I believe they come at a cost that parents, doctors and patients should be aware of.?

Microbes also seem to be an accomplice in genetically induced pudginess, according to a study published today in Nature Immunology. When researchers rid mice of a gene encoding a gut molecule called lymphotoxin, segmented filamentous bacteria overwhelmed the normal microbial community. These bacteria may gobble up excess fat like tapeworms ? the mice remained thin no matter what they ate. What?s more, mice with lymphotoxin intact were able to keep their slim figures when the researchers implanted the segmented filamentous bacteria in their guts.

Although the papers provide tantalizing links, Peter Turnbaugh, a microbiologist at Harvard University in Cambridge, Massachusetts, says that there?s more work to be done before microbes enter the limelight in the fight against obesity. ?These studies suggest mechanisms by which different bacteria promote adiposity, but they don?t fully define pathways,? he says. ?What really excites me about these papers is that now we have two new mouse models to do the follow-up experiments.?

Get Ready for Fall: 5 Must Have Items for Your Home Fitness ...

It?s hard to believe that the end of the summer is almost upon us, and in just a few weeks we will all be falling back to our ?normal? schedules. I remember what this time was like when I was growing up. My grandmother would take me shopping for back-to-school clothes on our annual family vacation to Boston and Cape Cod. Then once we returned home to Charlotte, we would visit Office Depot with supply lists provided by our school to make sure we were optimally prepared for our first day back.

Have you been off your exercise routine for the summer? Or perhaps you found more time in your life to exercise since home and work were a little less demanding of your time? Whether you sweated more or less this summer, it is important to recognize that whenever we change our routine we have a fresh opportunity to set ourselves up for success.

As we head into fall, think about your fitness and health goals for the remainder of 2012.

What would you like to achieve as you make the transition into fall?

Do you want to maintain your current level of commitment to your health or is it time to step it up?

And what can you do at home to augment this commitment?

For my regular clients, regardless of whether they work with me in their homes or at the studio, I?m a strong advocate of taking action towards their fitness goals in their time away from me. Even if you aren?t going to do a full workout routine on your own, regular stretching, self-myofascial release, and cardio work all assist in maintaining forward momentum between Personal Training and Pilates sessions.

Here are the top 5 pieces of equipment I recommend that my clients have at home to supplement our work:



1) A good mat
? Useful for all stretching and Pilates exercises you might do at home. Since I?m both a Pilates Instructor and Personal Trainer, I recommend something with a little bit of padding. These are usually called Pilates Mats or Aeromats. Yoga mats are just too thin, making it hard to kneel on or do any exercises that require rolling through your spine. If the mat?s too thick, exercises like plank or kneeling on all fours become really hard on the wrists. Click here for my favorite mat. Try the 72? version if you do a lot of Pilates at home.



2) A foam roller ? This is a major tool for addressing imbalances in the body. By rolling out key muscle areas, you can help rebuild tissue and encourage your body to work in better balance while working out. I also teach some other fascial release techniques for which you lay on the roller. There are different varieties of foam rollers out there on the market. They range in price based on durability and how packed (soft/hard) the material is. The basic white is the least durable, but also the cheapest. I usually go for the grey roller which is more packed and very durable. If your fascia is very tight, or you are very sensitive, you could purchase the EVA Foam Roller which is softer. Regardless of softness and color, for the maximum variety of exercises, purchase a full round 6? roller.



3) A stretching strap ? This strap has multiple loops so you can adjust for different exercises and your own flexibility. It evens comes with an illustrated chart of different stretches. This is a prime tool for a stretching method called AIS (Active Isolated Stretching). In this method, you work the opposing muscle in order to facilitate stretching of the desired muscle. It works very effectively, particularly for those who are very tight and seem unresponsive to other stretching methods.

4) A lacrosse ball or rubber ball?- These balls are another tool for self-myofascial release. Because they are small, they can get into areas of the body that are hard to reach with a foam roller (pectorals, gluts, shoulders, etc.) Rubber balls are less firm, so if you like a heavy hand, go with the lacrosse ball.


5) A ?magic? circle or Pilates ring ?- The magic circle (as it was originally named by Joseph Pilates), is both resistance and alignment tool that can be added to most mat exercises for additional challenge and biofeedback (so you have increased awareness about whether you are doing an exercise correctly or not). This?is the ring I use.

If you have access to a non-working dishwasher you may have everything you need to make an ideal spray booth.

Make Projects user Randy Hawkins gives a step-by-step method with photos of converting a dead dishwasher including stripping down the dishwasher to only the body and legs, adding a small fluorscent under-cabinet light, plugging the water drain, and adding a lazy susan to easily rotate work surfaces for even coverage.

About the only feature missing you might want is a ventilation system. Randy did not construct the spray booth with one since he uses exclusively non-toxic vapors but if you wish to include one it would be easy to incorporate through the existing water drain.

You could probably use the same design if you sell a lot of auction items and need to maintain a photo booth that always ready to use; if you want to use it this way you'd probably want to add additional lighting.

Chinese solar industry faces weak sales, price war

BEIJING (AP) ? Chinese solar panel makers that grew fast over the past decade are suffering big losses due to slumping global sales and a price war that threaten an industry seen by communist leaders as a role model for hopes to transform China into a technology leader.

Another looming challenge: Moves by the United States and Europe toward imposing possible anti-dumping tariffs on Chinese-made solar panels that might further depress sales.

Financial problems are likely to force painful changes in the Chinese industry including possible mergers, bankruptcies, factory closures or layoffs, industry analysts say.

"The next 1? years will be very challenging," said Frank Haugwitz, a renewable energy consultant in Beijing.

Companies have been hurt by weak sales, especially in debt-crippled Europe, the leading global solar market, but also by Chinese government policies that encouraged hundreds of small companies to rush into the industry. They flooded the market and depressed prices.

Five major Chinese manufacturers, including industry leaders Suntech Power Holdings Ltd. and Yingli Green Energy Ltd., reported total losses of nearly $250 million in the latest quarter. One of them, LDK Solar Co., also reported an eye-popping loss of $588.7 million the previous quarter.

Pioneers such as Suntech, Yingli and Trina Solar Ltd. that were founded before 2005 grew to become some of their industries biggest competitors as Germany, Spain and other European countries promoted solar power with subsidies and low-cost loans.

Suntech's founder, Shi Zhengrong, a Chinese-born Australian scientist, was lauded by the communist government as a leading entrepreneur. Industry profits soared in 2007-09 as the United States and other new markets stepped up installations.

That success encouraged communist authorities who saw solar, wind and other renewable energy as a way both to curb China's growing reliance on imported oil and gas and to take the lead in an emerging industry without established competitors.

Solar power, along with such fields as biotechnology and aerospace, was declared a "strategic emerging industry" targeted for development as part of efforts to transform China from a low-wage country of farmers and factory workers into a creator of technology.

Beijing provided grants and low-cost loans. Local leaders encouraged companies to start producing solar panels or components to make them. The field promised higher-paying jobs and a political payoff for officials who would be seen to support a key national initiative.

Producing the basic element of a solar panel ? the hand-size black solar cell made of polysilicon that converts the sun's light into electricity ? is relatively simple using equipment that a new company can buy as a kit from European suppliers. That allowed novices to start production quickly, while bigger manufacturers also assemble the cells into power-generating modules.

New companies still were springing up in 2011 even after Western countries that were hammered by the global crisis cut subsidies and other support. Supplies surged as sales growth stalled, forcing sellers to slash prices to unprofitable levels.

Since 2010, the price of polysilicon wafers used to make solar cells has plunged by 73 percent, according to Aaron Chew and Francesco Citro, analysts for Maxim Group, a financial firm in New York City. The price of cells has fallen by 68 percent and that of modules by 57 percent.

"The solar manufacturing industry has been wracked by a collapse in pricing," said Chew and Citro in a report.

The major Chinese manufacturers have accumulated a total of $17.5 billion in debt, leaving balance sheets "at the breaking point," they said.

Beijing is unlikely to allow major producers to go bankrupt but rescue measures might include capital injections that would dilute or wipe out the value of shares held by foreign investors who have put billions of dollars into the industry, Chew and Citro said.

Haugwitz said people in the industry have told him at least 300 smaller manufacturers have suspended production and others are producing at below 50 percent of their capacity.

The industry also faces the potential impact of U.S. and European anti-dumping measures in response to complaints Beijing improperly subsidizes companies. Foreign competitors complain that allows Chinese suppliers to sell abroad at unfairly low prices, wiping out American and European jobs abroad ? an explosive issue at a time of high unemployment.

In July, a group of 25 producers of solar gear including companies from Germany, Italy and Spain filed an anti-dumping complaint with the European Union.

That alarmed Chinese companies, which warned Beijing would retaliate, possibly triggering a trade war.

"Over 60 percent of products are exported to Europe," said Wang Shuai, a spokeswoman for Yingli. "If the anti-dumping measures really take effect in Europe, that would be a fatal blow to the industry."

Yingli is based in Baoding, a city 90 miles (150 kilometers) southwest of Beijing that promotes itself as a center for renewable energy. The local government has attracted 170 companies that produce solar, wind and other clean power equipment.

In a reflection of Chinese leaders' hopes for the industry, Baoding's city government says its clean energy industry had 45 billion yuan ($7 billion) in revenue in 2010 and that figure is forecast to grow by 30 percent a year through 2016.

The city works closely with companies, organizing job fairs, providing training and helping to recruit employees through local schools.

In the United States, the Commerce Department issued a preliminary ruling in May that Chinese producers sold solar cells and panels below fair price and hurt American producers. If that is upheld, tariffs averaging 31 percent could be imposed on Chinese solar-panel imports.

On Tuesday, Trina Solar Ltd. reported its loss widened to $92.1 million in the second quarter from $29.8 million in the previous quarter. CEO Jifan Gao blamed industry overcapacity and pressure to cut prices. He said the possible anti-dumping measures contributed to "uncertain market conditions."

Last week, Suntech said its founder, Shi, was stepping aside as CEO and would be replaced by an American, David King, who was hired last year. The company said Shi would stay on as executive chairman and chief strategy officer.

Suntech, which has shares traded on the New York Stock Exchange, suffered a $133 million loss in the first quarter of the year after losing $148.8 million the previous quarter. The company said shipments were down 22 percent from a year earlier.

LDK Solar, China's fourth-largest producer by manufacturing capacity, illustrates the industry's mix of business and politics.

The company in the southern province of Jiangxi has run up $3.8 billion in debt but analysts say it has survived thanks to support from local leaders who see it as an important source of development and encouraged state-owned banks to keep lending.

Still, local leaders might find LDK too expensive if its losses continue, according to Chew and Citro.

"LDK might be considered insolvent by traditional measures at Western banks," they said. "We believe LDK is on the cusp of failure or a major recapitalization."

Some producers might be saved by Beijing's effort to encourage domestic use of solar power, which until recently was considered too expensive for use in China.

The Communist Party's latest five-year plan initially called for installation of 5 gigawatts of solar generating capacity over the life of the plan but that target has been raised to 21 gigawatts.

At the same time, a new competitive threat is emerging: Korean companies such as industrial giant Hyundai that are pouring into the industry.

In 2010, Korea's Hanwha Chemical Corp. bought 49.9 percent of Solarfun Power Holdings, China's sixth-largest solar panel producer by volume.

"The Koreans came late to the game but have deep pockets," Haugwitz said. "They don't want to let this opportunity slip through their hands."

However, depending on how tight you budget is you might also need to consider changing your behaviour as well as your provider. Do you leave appliances plugged in and on constantly? Asian markets lower but Japan rises on weak yen

HONG KONG (AP) ? Most major Asian stock markets were lower Monday but Japan's benchmark rose thanks to the weakening yen, which helped support the country's big exporters.

Japan's Nikkei 225 index rose 0.6 percent to 9,218.01 as the dollar strengthened versus the yen to its highest in more than a month. Toshiba Corp rose 1.4 percent while Honda Motor Co. rose 0.9 percent.

South Korea's Kospi fell by 0.2 percent to 1,941.88 and Hong Kong's Hang Seng shed 0.7 percent to 19,973.72. In mainland China, the Shanghai Composite Index dropped 1 percent to 2,094.25.

Australia's S&P/ASX 200 was nearly unchanged at 4,371.80. Taiwan's benchmark fell while New Zealand's rose.

Asian markets were mostly drifting lower, lacking direction in the absence of major economic data out this week in Asia and the summer lull.

A senior German politician's comments over the weekend that Greece doesn't have any wiggle room as it carries out reforms also darkened investors' mood over Europe's simmering debt crisis. There's also little chance of Germany's governing coalition supporting a third rescue package, Volker Kauder, a senior ally of Chancellor Angela Merkel, was quoted by Der Spiegel as saying.

In the U.S. on Friday, stocks posted small gains on positive news from retailers. The Dow Jones industrial average rose 0.2 percent to close at 13,275.20. The broader Standard & Poor's 500 index rose 0.2 percent to close at 1,418.16. The Nasdaq rose 0.5 percent to close at 3,076.59.

Crude oil futures were up 36 cents to $96.37 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 41 cents to finish at $96.01 per barrel in New York on Friday.

In currencies, the euro rose to $1.2333 from $1.2322 late Friday in New York. The dollar rose to 79.57 yen from 79.55 yen.

In the future, BHI will provide consumers with greater access to information that will enable their ability to make informed health care decisions, and will heighten collaboration with providers as they deliver high-quality, evidence-based care to their patients.

Specifically, here are some examples of what BHI will ultimately provide:

-- information about the pros and cons of certain treatments. For example, a given medical condition could have more than one treatment option. In the long term, the database could provide consumers with information on the costs and outcomes of these options so they could have informed discussions with their physicians about which option is best for them.

-- data that would allow an employer to compare health care costs for its employees to national trends and costs for other employers in the same industry.

-- opportunities for health services research. With such a large database, BHI will be able to better track costs and outcomes for different clinical practice patterns and the experience of FDA-approved drugs and medical devices.

BHI is being pilot-tested and will be operational in 2007.

Blue Health Intelligence is part of Blue Distinction, an umbrella program for multiple initiatives that foster health information transparency by Blue Plans nationwide.

Root And Unlock Bootloader Of Verizon Galaxy S III SCH-i535 In One Click

Back in July, it was reported and later confirmed that the Verizon variant of the Galaxy S III would come with a locked bootloader due to the company?s concerns over it ?preventing Verizon Wireless from providing the same level of customer experience and support? as they have apparently established before.

Locking an Android smartphone?s bootloader prevents users from flashing custom ROMs like MIUI, CyanogenMod etc. on their device and also makes getting root access a whole lot harder.

Just a few days after its release, root access was achieved successfully but there was no news of unlocking the bootloader. Now, however, developers and hackers over at XDA-Developers have managed to unlock the bootloader of the Verizon Galaxy S III using a Linux and OS X only tool that you can check out after the jump.

Put together by Elite Recognized Developer? ?AdamOutler? over on XDA-Developers, the Casual R131 tool for the Verizon Wireless Galaxy S III can root your device and ?unlock bootloader? by flashing an insecure bootloader.

The tool is very simple to use. You just download it, connect your Galaxy S III, launch the tool (it will say Device Connected), choose Root GS3 with DebugFSRoot and then Flash Unsecure Aboot.

There is also another tool available in the form of an app. Named VZW GS3 EZ-Unlock (Bootloader), it takes just one tap of the Unlock button to unlock your device?s bootloader. It does, however, require that you have root access.

Please note that once you have unlocked bootloader of your Verizon Wireless Galaxy S III, you must stay away from official updates from Verizon as they may damage your device or even brick it. But let?s face it, you are unlocking the bootloader because you don?t want Verizon?s official updates and instead want to use CyanogenMod or some other AOSP based ROM.

While there are no custom ROMs currently available for the Verizon Wireless Galaxy S III, expect them to pop up around forums real soon now. Unlocking the bootloader opens your device to the world of custom ROMs which is as exciting as it is risky (if you don?t take backups regularly and don?t follow instructions to the letter, that is).
