The brain that revolutionized physics now can be downloaded as an app for $9.99. But it won't help you win at Angry Birds.

While Albert Einstein's genius isn't included, an exclusive iPad application launched Tuesday promises to make detailed images of his brain more accessible to scientists than ever before. Teachers, students and anyone who's curious also can get a look.

A medical museum under development in Chicago obtained funding to scan and digitize nearly 350 fragile and priceless slides made from slices of Einstein's brain after his death in 1955. The application will allow researchers and novices to peer into the eccentric Nobel winner's brain as if they were looking through a microscope.

"I can't wait to find out what they'll discover," said Steve Landers, a consultant for the National Museum of Health and Medicine Chicago who designed the app. "I'd like to think Einstein would have been excited."

After Einstein died, a pathologist named Thomas Harvey performed an autopsy, removing the great man's brain in hopes that future researchers could discover the secrets behind his genius.

Harvey gave samples to researchers and collaborated on a 1999 study published in the Lancet. That study showed a region of Einstein's brain ? the parietal lobe ? was 15 percent wider than normal. The parietal lobe is important to the understanding of math, language and spatial relationships.

The new iPad app may allow researchers to dig even deeper by looking for brain regions where the neurons are more densely connected than normal, said Dr. Phillip Epstein, a Chicago-area neuroscientist and consultant for the museum.

But because the tissue was preserved before modern imaging technology, it may be difficult for scientists to figure out exactly where in Einstein's brain each slide originated. Although the new app organizes the slides into general brain regions, it doesn't map them with precision to an anatomical model.

"They didn't have MRI. We don't have a three-dimensional model of the brain of Einstein, so we don't know where the samples were taken from," said researcher Jacopo Annese of the Brain Observatory at the University of California, San Diego. What's more, the 1-inch-by-3-inch Einstein slides on the app represent only a fraction of the entire brain, Annese said.

Annese has preserved and digitized another famous brain, that of Henry Molaison, who died in 2008 after living for decades with profound amnesia. Known as "H.M." in scientific studies, Molaison participated during his life in research that revealed new insights on learning and memory.

A searchable website with images of more than 2,400 slides of Molaison's entire brain will be available to the public in December, Annese said.

"There will be another Einstein and we'll do it like H.M.," Annese predicted. For now, he said, it's exciting that the Einstein brain tissue has been preserved digitally before the slides deteriorate or become damaged. The app will spark interest in the field of brain research, just because it's Einstein, he said.

"It's a beautiful collection to have opened up to the public," Annese said.

Some may question whether Einstein would have wanted images of his remains sold to non-scientists for $9.99.

"There's been a lot of debate over what Einstein's intentions were," museum board member Jim Paglia said. "We know he didn't want a circus made of his remains. But he understood the value to research and science to study his brain, and we think we've addressed that in a respectful manner."

Paglia said the app could "inspire a whole new generation of neuroscientists."

Proceeds from sales will go to the U.S. Department of Defense's National Museum of Health and Medicine in Silver Spring, Md., and to the Chicago satellite museum, which is set to open in 2015 with interactive exhibits and the museum's digital collections.

(AP) ? The man known to a generation of Americans as "The Science Guy" is condemning efforts by some Christian groups to cast doubts on evolution and lawmakers who want to bring the Bible into science classrooms.

Bill Nye, a mechanical engineer and star of the popular 1990s TV show "Bill Nye The Science Guy," has waded into the evolution debate with an online video that urges parents not to pass their religious-based doubts about evolution on to their children.

Nye has spent a career teaching science to children and teens with good-natured and sometimes silly humor, but has not been known to delve into topics as divisive as evolution.

Christians who view the stories of the Old Testament as historical fact have come to be known as creationists, and many argue that the world was created by God just a few thousand years ago.

"The Earth is not 6,000 or 10,000 years old," Nye said in an interview with The Associated Press, citing scientists' estimates that it is about 4.5 billion years old. "It's not. And if that conflicts with your beliefs, I strongly feel you should question your beliefs."

Millions of Americans do hold those beliefs, according to a June Gallup poll that found 46 percent of Americans believe God created humans in their present form about 10,000 years ago.

Nye, 56, also decried efforts in recent years by lawmakers and school boards in some states to present Bible stories as an alternative to evolution in public schools. Tennessee passed a law earlier this year that protects teachers who let students criticize evolution and other scientific theories. That echoes a Louisiana law passed in 2008 that allows teachers to introduce supplemental teaching materials in science classes.

"If we raise a generation of students who don't believe in the process of science, who think everything that we've come to know about nature and the universe can be dismissed by a few sentences translated into English from some ancient text, you're not going to continue to innovate," Nye said in a wide-ranging telephone interview.

The brief online video was not Nye's first foray into the combustible debate, but "it's the first time it's gotten to be such a big deal."

"I can see where one gets so caught up in this (debate) that you say something that will galvanize people in a bad way, that will make them hate you forever," he said. "But I emphasize that I'm not questioning someone's religion ? much of that is how you were brought up."

In the video he tells adults they can dismiss evolution, "but don't make your kids do it. Because we need them." Posted by Big Think, an online knowledge forum, the clip went viral and has 4.6 million views on YouTube. It has garnered 182,000 comments from critics and supporters.

It drew the ire of the creationism group Answers in Genesis, which built a biblically based Creation Museum in Kentucky that teaches the stories of the Old Testament and has attracted headlines for its assertion that dinosaurs roamed alongside Adam and Eve.

The group produced a response video featuring two scientists who say the Bible has the true account of Earth's origins, and that "children should be exposed to both ideas concerning our past."

Nye, who is prone to inject dry humor into scientific discussions, said Earth is about 4.5 billion years old.

"What I find troubling, when you listen to these people ... once in a while I get the impression that they're not kidding," Nye said.

Ken Ham, a co-founder of Answers in Genesis, said dating methods used by scientists to measure the age of the earth are contradictory and many don't point to millions or billions of years of time.

"We say the only dating method that is absolute is the Word of God," Ham said. "Time is the crucial factor for Bill Nye. Without the time of millions of years, you can't postulate evolution change."

America is home to the world's biggest creationist following, Ham said, and the $27 million Creation Museum has averaged about 330,000 visitors a year since it opened just south of Cincinnati in 2007.

As part of Canon?s ?Project Imaginat10n? (www.imagination.usa.canon.com) campaign, five influential celebrities from five diverse disciplines will direct short films under the tutelage of two-time Academy Award winner Ron Howard, with the finished products to be shown in the first photography-inspired film festival in 2013.? The ?10? in the title represents the ten storytelling elements (mood, time, goal, obstacle, relationship, backstory, the unknown, setting, character and discovery) that photographers can submit images under, which will then inspire the stories for the films that will be shot on Canon equipment.

During this recent phone interview with Collider, Academy Award winner Jamie Foxx (one of the creative icons chosen to be a part of this project) talked about how excited he is to be a part of this process, how grateful he is for the opportunity to do something behind the camera, that he?s expecting to make his film in February or March, after he?s had a chance to review and select all of the images, and that he?s looking forward to seeing how everyone else involved interprets images for their own projects.? He also talked about what it?s like to play the President and First Lady with actress Garcelle Beauvais on White House Down, which he?s currently shooting, how the experience of working with Quentin Tarantino on Django Unchained has inspired him, why he?s interested in directing, and the actors he?d not only love to team up with, but also direct, in the future.? JAMIE FOXX:? It?s so exciting!? When I watched the commercial awhile back and I saw Ron Howard, I thought, ?Wow, what is this incredible project??? The commercial was so dreamy and angelic, and I was like, ?Wow, that?s hot!?? And then, the next thing you know, I?m actually a part of it with other people that are also fantastic in their fields.? It gave me the opportunity to reconnect with Ron Howard.? We were together during the inauguration in 2008 for President Obama, so we connected and he ended up being in a video of mine, called ?Blame it on the Alcohol.?? So, it was great to reconnect with him, in a different situation, and get the tutelage of him, as a director, and also work with these great Canon cameras, which are just amazing.? I?m excited about the process.?

Having been in the business for awhile now, how exciting is it to find new ways of creating?? Is it something that stimulates your own imagination and inspires you with what you?d like to do in the future, as well?

FOXX:? Yeah.? What?s great about it is the fact that you get a chance to stretch.? When you?re an actor or actress in this business, usually the natural progression is to direct, but a lot of times, we don?t get a chance to get to it.? Myself, I really want to get into it.? I want to be the person who eventually doesn?t have to be in front of the camera.? I can be behind the camera and really change things cinematically, and this is giving me an opportunity to do something behind the camera, which I really want to maximize.

In a world where photography has changed so much and Fuji recently announced that they?re no longer going to be making film, do you think that people need to be reminded that they can express themselves creatively through photographs, just by looking more closely at the world around them?

FOXX:? Yeah, that?s what?s great about it.? The process of having the pictures inspire great writers is how it all comes together.? A lot of times, people don?t get the chance to see that process.? They only see the finished process.? It will be exciting to see how it goes from a seed to a flower.? That?s what I?m really excited about.

jamie-foxx-2Is it reassuring to know that the first round of this, with Ron Howard and his daughter Bryce Dallas Howard, was so successful, as far as the amount of photo submissions they got, so you don?t have to worry about no one actually submitting any images for you??

FOXX:? Yeah, I think Canon did a fantastic job with the campaign.? When I saw that commercial with Ron Howard looking at those pictures, it was just like, ?Okay, what?s happening??? And then, Canon decided to open it up and take advantage of how the world is now.? We?re all connected.? To have people who are in different corners of the world who are talented, but might not be able to travel to Los Angeles or New York or Miami, now have an opportunity to send in images from their home and get a chance to be a part of the creative family.

Do you know when you?ll be making the actual film itself?

FOXX:? I think around February or March.? That will give us an opportunity to get the right writer and make sure we take time on our process.? I really want to knock it out of the park.

Have you already been thinking about these 10 themes that you?ll be selecting photos for, or are you waiting until all of the photos have been submitted?

FOXX:? I just want to wait for all the photos.? I don?t want to jump the gun on anything, so I?m waiting on all the photos.? I emailed Quentin Tarantino, who?s cutting his movie, and I said, ?I hope your movie is speaking to you like a friend.?? That?s what you want.? I want to see these photos and see how they?re going to speak to me.

Is it exciting to know that you?ll get to show your finished product at a special film festival in 2013, and are you anxious to see what the other filmmakers do as well?

django-unchained-movie-image-jamie-foxxFOXX:? Yes, I am.? You?re not in competition, or anything like that, but you want to see how people interpret the world.? That?s what?s great about the arts.? Everything inspires you, and you get a chance to grow from watching other people and how they do their work.?

You don?t seem like someone who gets nervous or intimidated by things too often, but in taking on something as culturally significant as the subject matter in Django Unchained and working with Quentin Tarantino, did you feel any extra pressure?

FOXX:? With Django Unchained, when you?re dealing with slavery, it?s like a gymnastics routine with the highest amount of difficulty.? Quentin Tarantino is not going to do a movie that?s just going to lay there and be safe.? There?s going to be twists and flips.? There will be a triple-double whatever, and it was up to us to land with our feet solidly on the ground.? That was the challenge.? What was intimidating was, how do we now take this great script with these great actors and not blow it, and how do we really make it the best it can be?? I think Quentin did a great job by hiring Leonardo DiCaprio and Samuel L. Jackson and Christoph Waltz and Kerry Washington.? Now you know that you can lock the camera off and feel safe with an actor or actress who can hold their own and be one with the director and the whole process.? Of course, it?s intimidating, but if you?re in a war or a battle and it?s about getting the art right, you want those types of soldiers on your team.?

What most surprised you about the experience of working with Quentin Tarantino, as a filmmaker, and what most inspired you about working with him, especially now that you?re looking at directing yourself?

You can?t look at Pulp Fiction, and see those performances by Samuel Jackson and John Travolta, and not go, ?Man, if I could just work with that dude and say those types of words.?? He?s a wordsmith.? Coming from my background with Oliver Stone, Sam Mendes, Taylor Hackford, Michael Mann, Antoine Fuqua, F. Gary Gray, and all these other great directors, I needed all of that experience to be able to sit with Quentin Tarantino and get all of his tutelage and be able to be an actor with that discipline.? And then, at the same time, Quentin was like, ?Don?t come in here, Jamie Foxx-ing it.? Come in here and really be the character.?? I thought that was fantastic for a person to take you back to school and really get to work.? It inspired me because now that I?m going into the Canon project, it allows me to take what I?ve learned from Quentin and put it to use.? That?s what you do.? You grow when you work with directors like that.? So, I?m going to dive into these Canon cameras and see how I can make something cinematic.? That?s what?s great about Quentin Tarantino and the other directors I?ve worked with.? They are able to make things cinematic.

FOXX:? In looking at Hollywood and its structure, the director controls the medium, and I want to be in control of certain things.? I want to be able to get my own ideas and my own feelings out there, and the only way to do that is to be behind the camera.? So, when I started working with Oliver Stone and all these people, I would take notes and be around and ask questions.? Being just an actor, sometimes people are like, ?Hey, man, we don?t wanna see you no more, in front of the camera,? and I don?t want that.? For me, it?s just a natural direction and I?ve got a good feeling about it.? I can do a lot of different things, as far as sound design and coming up with my own music to go with my images and feelings.? I?m really, really excited about what I can get out of this project with Canon.

You?ve gone from having Kerry Washington play your wife in Django Unchained to now having Garcelle Beauvais play your wife in White House Down.? What do you enjoy about getting to work with such strong women, and how does that influence you creatively?

Jamie-Foxx-white-house-downFOXX:? Kerry Washington and Garcelle Beauvais have this light.? They?re fun, they?re energetic, they love the arts, but at the same time, they?re smart and they bring such strong female qualities to it.? It?s hard to explain, but you want to be able to work with people that you have that comfort level with.? When I?m working with Kerry Washington, we make jokes and have a good time.? When we were doing the Quentin Tarantino movie, there were scenes in there that were not friendly, but I knew that that was my friend, so I was able to support her in a different way.? With Garcelle Beauvais, when it came to White House Down, I was like, ?Please, please, please let her be my wife!?? We look like Michelle and Barack [Obama], after I put this wig on.? You want to have relationships like that, when you?re working.

Are there any actors you?d really love to team up with, in a movie?

FOXX:? Oh, man, all of them!? Denzel [Washington], Eddie Murphy, [Robert] DeNiro, Halle Berry, Charlize Theron, Kevin Spacey, Jesse Eisenberg, and all of those people who I look at their acting and go, ?Wow, if there was ever an opportunity to work with them, I would love to!?? There are a few people out there that I can?t wait to not only be in a film with, but direct.

Without Steve Jobs, Apple Is Without A Map

Steve Jobs was famous for his temper, especially when faced with what he considered sub-par work. He was also known for his attention to detail. He'd do the unthinkable to get everything right, once famously requiring -- just days from the official launch -- that the original iPhone switch from a plastic display to the glass it ultimately was launched with.

Steve Jobs might thus have been the ultimate quality control that large bureaucracies usually fail to enforce. His near-psychotic drive for quality found itself reflected in Apple's (AAPL) products, rendering them as close to perfection as you're ever going to get in consumer electronics.

But Steve Jobs is gone, and with him his paranoid drive towards perfection might also have vanished from Apple. Ever since Steve Jobs died, this has been a lingering fear, yet it seemed the jewel-like appearance of the new iPhone 5 was proof that such fears could have been overdone. They weren't.

I have already talked about how Apple's attempt at a Mapping solution, made to drive Google's (GOOG) solution away from iOS, was inferior to Google Maps as well as Nokia's (NOK). However, this was just a detail, one feature where Apple didn't measure up, I thought. Reality, though, surprised even me. Apple basically shipped a feature filled with bugs and utterly lacking quality.

Indeed, Apple Maps is so filled with monstrous bugs, lack of quality and lack of detail that it represents a giant step backwards from where iOS 5 stood. And it's this incredible lack of quality which I believe wouldn't have made it past Steve Jobs. Yet, in today's Apple, it reached the market.

The Problems

Apple's Maps have a large number of problems in several areas, the main being:

  • A huge lack of detail when compared with what Apple shipped with iOS 5 (using Google Maps). This is made even worse when abroad, where the lack of detail borders on the absurd and would sometimes compete mostly with GPS software from 10 or 15 years ago.
  • A half-baked 3D approach which produces ugly artifacts (such as roads and bridges that appear to be buckling) time and time again.
  • Routing which seems inclined to drive customers off a cliff or in roundabout ways towards their destination - that is, if it points to the destination at all.
  • Badly curated satellite images, especially abroad, where one can easily find entire zones whose ground is clouded.

In a way, the defects are too many to mention. For those wanting to check on how bad the situation is, I recommend this Tumblr page: "The Amazing iOS6 Maps," which has hundreds of examples of the inaccuracies of Apple's Maps app, including one where the North American continent is labeled "Australia."

The point is, the product is quite obviously flawed. It's so flawed that one can't believe Steve Jobs wouldn't have killed it before it reached stores.

The implications

For now this is just a harbinger of possible change. I believe the iPhone 5 will be a huge commercial success nonetheless. But as it stands, a red flag was waved. A feature decidedly lacking in quality was let through because of corporate considerations, which clearly overrode the customer's interest. This is not a good sign. The kind of market position Apple attained will not be easy to defend if such fodder is given to Apple's competitors.

Conclusion

Apple's position at the top of the world in terms of margins and market capitalization is predicated on the continued success of the iPhone. In a hugely competitive market where many leaders of the past have stumbled, any letting down of the guard can bring with it sudden misery. While the iPhone 5 shouldn't be the product that ends Apple's run, for the first time, Apple seems to have blundered heavily with a feature it had no need to change other than for corporate reasons.

It's not the first time Apple commits a mistake (Antennagate comes to mind), but for now it's unlikely that the Maps situation can have a quick solution, due to the nature of the problem. It's a huge quest to provide half-decent mapping data.

This is perhaps a first sign that the post-Jobs Apple is somewhat of a different animal.

[URBAN NOTE] "Big, Obnoxious Toronto Mayor Visits Chicago, Blends In Too Well"

The NBC Chicago blog post by Edward McClelland seems to be the most noteworthy coverage given to Chicago media to Rob Ford's visit to our North American Midwest sister city. Chicagolanders I asked on Facebook noted that they hadn't heard of it, or that they had heard of it only through their Canadian friends' feeds.

It is not flattering.

Toronto Mayor Rob Ford spent two days in Chicago, and nobody noticed. The controversial Canadian mayor?s trade visit, which coincided with the end of our city?s first teacher strike in 25 years, was huge news in Canada.

Here, it didn?t make the Tribune or the Sun-Times. Maybe that?s because, as I found out when I wrote a Great Lakes travelogue, Americans don?t want to read about Canada. Or maybe it?s because Ford didn?t look at all like a foreigner in Chicago. Although the Toronto Sun portrayed him as Jake Blues, he actually looks more like Jim Belushi?s brother-in-law on According to Jim than John Belushi. And he has the personality of Saturday Night Live motivational speaker Matt Foley. Ford is so loud and obese it wouldn?t have been surprising if he?d applied for asylum in the United States.

More on that in a moment. After taking a boat tour of downtown Chicago, Ford had a private half-hour meeting with Mayor Rahm Emanuel. They talked about the two cities? business relationships, as well as garbage pickup, an unglamorous housekeeping task of mayors everywhere. They also discussed labor issues, or labour issues, if you're reading this in Canada. Ford recently signed a four-year deal with his city?s workers.

?I?ve been up to Toronto a great deal, and I?m proud that we are going to renew our sister city relationship,? Emanuel said at a press conference after the meeting. ?The similarities are not just in the business community or in our geography. Chicago is the most American of American cities.?

And Toronto is the most American of Canadian cities. It has franchises in the NBA, Major League Baseball and MLS, and now hosts a Buffalo Bills game each year. It?s ethnically diverse, with large immigrant populations from the Caribbean and Asia. And if you?re a Canadian who wants to make it big in business or see your name in lights -- two American traits -- you go to Toronto. Emanuel acknowledged that Toronto is in Chicago?s league as an international city.

?Today, the economies that are being driven are being driven by the 100 most dynamic cities that have the energy, the culture, the business and the dynamism that people want to be a part of, and Toronto and Chicago are two of those cities in the top tier of the world,? he said.

McClelland then went on to recount an incident when a drunken Rob Ford began screaming insults and obscenities at a couple watching a Toronto Maple Leafs game. Chicago's mayor Rahm Emanuel, McClelland concludes, at least uses that kind of language in private.

Here in Canada, Steve Kupferman's Torontoist overview and Rosie DiManno's </a>article in the Toronto Star are not-unrepresentative samplings of the contemptuous coverage of Ford's actions that's become normative.</a>

India government regains its muscle with reforms

NEW DELHI (AP) ? Manmohan Singh's coalition has splintered and his government is fighting for survival. But the Indian prime minister, who has been criticized for presiding meekly over a corrupt government, is suddenly being hailed as a bold, powerful leader.

Since pushing through a battery of unexpected economic reforms last week, and refusing to back down in the face of protests and political threats, Singh appeared to have rejuvenated a government thought hopelessly paralyzed.

In a rare primetime address Friday, Singh said he needed to take strong action before the world lost faith in India's economy.

"We have much to do to protect the interests of our nation, and we must do it now. At times, we need to say 'No' to the easy option and say 'Yes' to the more difficult one. This happens to be one such occasion. The time has come for hard decisions," he said.

Singh accused his critics of spreading false information and said he was working to restore high economic growth to India.

A day after a national strike against his program ? which included cutting fuel subsidies and letting in foreign retailers ? Singh got a political breather Friday when a regional party opposed to the reforms said it would continue to support the government from outside the coalition.

The turnaround for the soft-spoken 79-year-old economist has been shocking.

"He made up his mind that he's going to push through his economic reforms agenda, even if it means he was going to lose power," said Dileep Padgaonkar, a veteran journalist and political analyst.

Padgaonkar said Singh was looking to rescue his legacy and reclaim the glow of his most famous achievement two decades ago when as finance minister he led wholesale reforms widely credited with sparking India's economic rise.

In the past few years, his government was battered by scandals, including the irregular sales of cellphone spectrum and coal blocks that India's auditor said cost the country's treasury tens of billions. The opposition protested by paralyzing Parliament, making it impossible for the government to pass many bills. Bureaucrats, fearing they would get caught up in the next scandal, stopped making decisions, freezing business.

The Trinamool Congress, an important coalition partner, regularly blocked decisions. Its leader, Mamata Banerjee, torpedoed an about-to-be-signed water treaty with Bangladesh and fired the national railway minister, who was from her party, when he presented a budget including the first fare increases in nearly a decade.

A low point came last year when the government decided to allow foreign retail chains to come into the country ? and then suspended the decision two weeks later after Banerjee protested.

Meanwhile, India's economy, which officials had hoped would hit double-digit growth, was sputtering. The rupee had plunged in value and the country's huge deficit was putting it under threat of a possible ratings downgrade.

Last week, Singh's government responded. It cut the subsidy on diesel fuel by 5 rupees (10 cents) a liter and placed limits on cooking gas subsidies. It agreed to let in foreign retailers, such as Wal-Mart, loosened rules on foreign investment in airlines and TV and agreed to sell off stakes in four state owned companies.

The Indian Express newspaper said in an editorial the reforms were not likely to have much immediate impact but "they are a crucial statement of intent."

The moves sparked outrage from opponents who fear Indian jobs will be lost if large U.S. and European retailers enter the market.

"(Singh) is out to destroy the interests of small traders and farmers," said Sitaram Yechuri, a lawmaker from the communist party.

Jai Prakash, a student at a protest in New Delhi, said the economic package showed "politicians are not bothered about the welfare of millions of poor people."

Banerjee demanded an immediate rollback or she would pull out of the coalition. The government ignored the threat, setting the decisions into law Thursday. Her party left the government Friday.

In his televised address, Singh said the government feared that if it did not cut fuel subsidies its ballooning deficit would plunge the country into a financial crisis similar to Europe's and reminiscent of the one that sparked India's first wave of reforms two decades ago.

"I know what happened in 1991, and I would be failing in my duty as prime minister of this great country if I did not take strong preventive action. The world is not kind to those who do not tackle their own problems," he said.

Foreign retailers would create millions of jobs, lower prices for consumers and, because they are required to put half their investments into backend infrastructure, help farmers keep their crops from rotting, he said. India's current network of small retailers will continue to grow alongside the foreign giants as the economy expands, he said.

"The fear that small retailers will be wiped out is completely baseless," he said."

Singh's new reforms have been compared with his support for a U.S.-Indian nuclear deal that ended the country's nuclear isolation but nearly brought down his government in 2008, near the end of his first term.

Though Singh now presides over a minority government, he maintains the support of two parties outside the coalition.

And it is likely that without the mercurial Banerjee the government might go further, possibly opening up the insurance sector to more outside investment, reducing sugar subsidies for the poor and reforming the banking and electricity industries.

The government is "on its front foot for the first time in two years," said Andrew Holland, chief executive of investment advisory at Mumbai's Ambit Capital.

Already Friday, it enacted tax breaks to lower the cost of overseas borrowing for Indian companies and encourage small, first-time individual investors to buy Indian equities. The measures, announced in the annual budget in March, added to reform momentum and helped send the benchmark Sensex index up 2.2 percent, to close at a 52-week high of 18,752.83.

At the same time, the government has sought to lighten the burden on the poor with a tax cut for cooking gas, and media reports said it planned to release 10 million tons of stored grain into the market to bring down food prices.

Zoya Hasan, a political analyst with New Delhi's Jawarhalal Nehru University, said she might not agree with what Singh has done, but he has made himself into India's most influential prime minister since its founding leader, Nehru.

"(He) has brought about a huge change," she said.
