(AP) ? Survivors of a Christmas Day crash-landing of an airliner in Myanmar told terrifying tales of escape Wednesday as carrier Air Bagan said it had found the plane's black box and was investigating the accident that killed two people.

Details of the crash remain unclear, though the airline and officials have blamed heavy fog for the aircraft's crash into a rice paddy field where it burst into flames. Two died and 11 were injured, including four foreigners.

The aging Fokker 100 jet was carrying 71 people, including 48 foreigners, from the city of Yangon via Mandalay to Heho airport, which is the gateway to the popular tourist destination Inle Lake.

"We felt the first bump, then a few big bumps and then (started) sliding very fast," said 31-year-old Australian advertising executive Anna Bartsch. Her boyfriend, Stuart Benson, described the landing like "a roller coaster" ride.

The plane came to a stop and they felt relief ? and then panic.

"In my window I saw the flames, and it was hot and we knew straight away we didn't have much time to get out," Bartsch said during an interview at a Yangon hotel where the airline lodged passengers after evacuating them from the scene.

Passengers rushed up the aisle to the front door, which was initially stuck shut, she said.

"We didn't know then that the wings had come off," Bartsch said.

The door was quickly forced open and passengers raced from the plane, some in shock and some suffering smoke inhalation, she said. Once on safe ground, Bartsch said she saw the pilot and co-pilot with bloodied faces and other people with serious burns.

"It's amazing that the injuries were not more serious," she said. "It could have been much worse."

Air Bagan said late Tuesday that the plane's black box will be sent to Singapore to study the cause of the accident.

Air Bagan has said "the plane hit electrical cables about a mile (1.6 kilometers) from Heho airport as it descended and landed in rice fields."

The Information Ministry said the pilot mistook a road near the airport for the runway before stopping in a nearby rice paddy. It was unclear if the plane made its crash landing on the road or the rice field.

All fatalities were Myanmar citizens, including a man riding a motorcycle where the plane came down and a tour guide aboard the plane. There were earlier reports of an 11-year-old child also among the dead.

The accident has raised concerns about the safety standards of Myanmar's overburdened airlines as foreign visitors have flocked to the country which is emerging from a half-century of military rule.

Air Bagan is one of a half dozen private airlines that fly domestic routes in Myanmar. It is a unit of Htoo Trading Company, which is owned by business tycoon Tay Za.

Growing Forward 2 Policy Provides Canadian Agricultural Funding ...

CAMBRIDGE, ONTARIO?(Marketwire ? Dec. 19, 2012) - Agriculture and Agri-Food Canada (AAFC) recently announced three new Canadian Government funding programs that will come into effect on April 1, 2013 under the funding umbrella Growing Forward 2. The announcement addressed important questions mentioned in our previous article on the potential funding changes in the New Growing Forward 2 Policy Framework. Growing Forward 2 is a five-year agricultural policy framework, providing up to $3 billion in Canadian business grants and loans to support Canada?s agricultural sectors.

1. The AgriInnovation Program: R&D Funding

The AAFC has released some preliminary information regarding the new AgriInnovation Program (AIP). AIP was adapted from the previous Growing Forward framework, which featured a similar two-stream funding program. Stream A of AIP provides grant funding for agricultural industry-led R&D, while Stream B provides loan funding for small business commercialization projects involving agri-food/agricultural related products and technologies.

2. The AgriMarketing Program: Marketing Grant

The new AgriMarketing Program is also adapted from the previous Growing Forward Framework. The new program will focus on providing Canadian grant funding for small business export development through the adoption of quality and food safety assurance systems and implementation of foreign market strategies.

3. The AgriCompetitiveness Program: Agri Funding for Small Business

The AgriCompetitiveness program is a completely new addition to the new Growing Forward 2 Policy Framework. The program provides Canadian business funding support for direct investments that would encourage Canadian entrepreneurs and businesses respond to emerging trends and opportunities in the agricultural industry.

The AAFC is expected to release the new program eligibility and funding details for the New Growing Forward 2 Programs sometime between now and March 2013. (AP) ? New Yorkers who got into minor trouble in Manhattan have been sentenced to Sandy.

Last week, 70 people who were given community service after pleading guilty to infractions like public drunkenness, open container violations or speeding, were shuttled to Coney Island in Brooklyn to help with cleanup efforts after the devastating storm.

They raked leaves, shoveled mud and picked up garbage and debris. More than 1,000 bags of trash were collected in 732 hours of work. Swaths of Sandy-wrecked filthy streets and sidewalks were cleaned.

"In speaking with community members, we witnessed sadness in some of their faces, but also a determination. Local business owners described the struggle they faced in recovering their businesses," said Moises Reyes, one of the supervisors in the weeklong cleanup effort created by the Manhattan district attorney's office.

Reyes, who works with the nonprofit Bronx Community Solutions, said participants worked really hard. "I believe they saw the need in the community and didn't hesitate or hold back in participating with this special cleanup," he said.

Sandy blew in to the area in late October, swamping subways and darkening swaths of Manhattan for days, downing trees and ravaging coastal areas. Some neighborhoods, like the Rockaways in Queens and Coney Island, were particularly hard-hit.

Cleanup and recovery efforts will take months, and there are thousands of people displaced around the city. Gov. Andrew Cuomo asked the federal government for more than $32 billion to cover the immediate costs triggered by Sandy, plus $9 billion for preventive measures to better protect the area for the next big storm.

Generally, people sentenced to community service in the five boroughs are assigned to city departments like transportation or sanitation, and some have already helped in cleanup efforts that way. But prosecutors in Manhattan wanted to do something specific to help residents reeling after Sandy slammed the city.

"We sat down and asked ourselves if there was something we could do here in criminal court that would help our city in the aftermath of the storm," said Nitin Savur, deputy chief of the trial division.

Savur and his boss, Karen Friedman Agnifilo, focused in on mandated community service ? already aimed at giving back to the city.

"We were willing to send our defendants anywhere in the city that needed help," Savur said.

The district attorney's office partnered with the nonprofit Center for Court Innovation, which works with city and state courts to develop and facilitate alternative criminal justice programs.

Court innovation workers surveyed the badly-hit areas and zeroed in on Coney Island because a large group could work there and assistance was badly needed. The center shuttled the defendants from Manhattan to Brooklyn and supervised cleanup efforts on Mermaid Avenue in Coney Island, not far from the devastated boardwalk.

"We take the supervision seriously, and we take the work enormously seriously," said Greg Berman, director of the organization.

Savur said the district attorney's office is considering more Sandy-related community service efforts. There is no shortage of people who could be ordered to Sandy: About 80,000 of the 100,000 annual cases in Manhattan are lower level misdemeanors and violations that often wind up with some type of community service.

The Epson WorkForce WF-2540 multi-function printer (MFP) is almost identical in most ways to the Epson WorkForce WF-2530 that I recently reviewed. Both models are best understood as personal MFPs for any size office and both offer essentially the same size, speed, and output quality. However the WF-2540 adds a few key features, most notably an Ethernet connector as an alternative to the Wi-Fi that both printers offer. For those who prefer the extra security and reliability of wired network connectivity, that alone makes it well worth the small additional cost.

In addition to the Ethernet connector, the WF-2540 adds a larger, more readable LCD, at 2.5 inches, for the control panel menus and a USB A connector on the front of the printer to let you scan directly to, but not print from, USB memory keys. Beyond that, however, there are few, if any, differences between the two models.

As with the Epson WF-2530, the WF-2540's footprint is only 15.4 by 14.8 inches not including the front output tray, making it small enough to fit comfortably on your desk. More important, it shares the Epson WF-2530's focus on office-related, rather than home-oriented, features. That's not to say that it can't serve in the dual role of home and home-office printer. However, you won't find features like support for printing directly from PictBridge cameras, which you might expect in a home printer.

The Basics
Core MFP features in the WF-2540 include the ability to print and fax from a PC, scan to a PC, and work as a standalone copier and fax machine. Office-oriented features include a 30-page automatic document feeder, which supplements a letter-size flatbed to let you scan multipage documents and legal-size paper easily,

For printing, the WF-2540 offers only a 100-sheet paper capacity and no duplexer (for automatic printing on both sides of the page). This limited paper handling is the main reason the printer is best reserved for one person's use, at least in an office. You can certainly share it on a network easily enough. But unless no one in your office prints very much, you'll have to refill it with paper more often than most people would want to.

Also worth mention is that the WF-2540 allows printing through the cloud and printing with Apple AirPrint. Note, however, that AirPrint requires a Wi-Fi access point on your network, which you may not have if you've chosen to use the Ethernet or USB connection. In addition, both AirPrint and cloud printing require setting up the printer with a wired or wireless network connection.

Setup, Speed, and Output Quality
Setting up the WF-2540 on a wired network was absolutely typical, both for the physical setup and for installing the drivers and other software on the Windows Vista system I tested with.

Epson WorkForce WF-2540

As with the WF-2530, the WF-2540's speed and output quality are both acceptable but unimpressive. On our business applications suite (using QualityLogic's hardware and software for timing), the WF-2540 tied the WF-2530 at an effective 2.6 pages per minute (ppm). That makes it significantly slower than either the less expensive Editors' Choice Brother MFC-J430w below, at 4.3 ppm, or the more expensive Editors' Choice Brother MFC-J825DW above, at 4.0 ppm.

For photos, all of these printers were slower than most inkjets, with the WF-2540 essentially tying the WF-2530 for last place, at 2 minutes 16 seconds.

Output quality is another area where the WF-2540 is a close match to the Epson WF-2530. Text quality falls at the low end of a fairly tight range that includes the vast majority of inkjets. It's more than acceptable for most business use like correspondence and reports, but not suitable if you need top quality text, or just have a demanding eye.

Graphics are more than good enough for internal business use, but you may not consider them good enough for PowerPoint handouts or the like depending on how much of a perfectionist you are. Photo quality is easily good enough for business materials with photos, and even for home use with most photos. However, colors in one photo were a little off in my tests, putting the printer in the same league as the low end of what you can expect from drugstore prints.

Thanks largely to its Ethernet connector and ability to scan to a USB key, the Epson WF-2540 is a more attractive choice for the price than the Epson WF-2530. If you don't need those features, you can save some money by getting the Epson WF-2530, or, better yet, the Brother MFC-J430w, with its faster speed. Similarly, if you need those features but speed is a key consideration too, you'll be better off with the Brother MFC-J825DW, which will also give you duplex printing. If you don't need duplexing, however, and don't need the extra speed, the Epson WF-2540 is a more than reasonable choice that can certainly do the job.

Depending on your trip, you may not need all of these benefits. For example, if you?re traveling inside your home country you may not need much medical coverage because your health insurance will cover your illnesses and injuries (even if it is at out-of-network coverage rates).

Depending on the travel insurance plan, you may also have the following benefits:

  • Pre-existing medical condition waivers to extend your medical benefits if you have an existing medical condition or regularly take medication

Cultural Appropriation

I tentatively bring you a topic that is quick to draw anger on the internet. I?m asking, as always, for levelheaded discussion.

Before I pose the question, let me give you a bit of a backstory:

I live in a western city that I would venture to guess houses more immigrants than locals. I?ve been raised around a vast number of cultures and grown to have appreciations for many aspects of them. For as long as I can remember I?ve been completely enamored by bhindis and saris. Aside from equating them to princess-like garb, I didn't know much about them. I was unsure if there was cultural significance to the saris, so I began to research. In my research a term called ?Cultural Appropriation? began to appear again and again. Not just saris, or bhindis, but other traditional wear and patterns were the topic of discussion. I invite you to search out theses articles, but what it boils down to is that it is frowned upon for westerners to take part in anything that is not theirs for the fear that the traditions will become watered down.

Please note, before responding that I?m specifically avoiding topics of racism. What I?m wondering is why is it culturally offensive to appreciate different parts of different cultures?

Mars rover Curiosity nearing Yellowknife Bay

Dec. 11, 2012 ? The NASA Mars rover Curiosity drove 63 feet (19 meters) northeastward early Monday, Dec. 10, approaching a step down into a slightly lower area called "Yellowknife Bay," where researchers intend to choose a rock to drill.

The drive was Curiosity's fourth consecutive driving day since leaving a site near an outcrop called "Point Lake," where it arrived last month. These drives totaled 260 feet (79 meters) and brought the mission's total odometry to 0.37 mile (598 meters).

The route took the rover close to an outcrop called "Shaler," where scientists used Curiosity's Chemistry and Camera (ChemCam) instrument and Mast Camera (Mastcam) to assess the rock's composition and observe its layering. Before departure from Point Lake, a fourth sample of dusty sand that the rover had been carrying from the "Rocknest" drift was ingested and analyzed by Curiosity's Sample Analysis at Mars (SAM) instrument.

Curiosity ended Monday's drive about 30 percent shorter than planned for the day when it detected a slight difference between two calculations of its tilt, not an immediate risk, but a trigger for software to halt the drive as a precaution. "The rover is traversing across terrain different from where it has driven earlier, and responding differently," said Rick Welch, mission manager at NASA's Jet Propulsion Laboratory, Pasadena, Calif. "We're making progress, though we're still in the learning phase with this rover, going a little slower on this terrain than we might wish we could."

Curiosity is approaching a lip where it will descend about 20 inches (half a meter) to Yellowknife Bay. The rover team is checking carefully for a safe way down. Yellowknife Bay is the temporary destination for first use of Curiosity's rock-powdering drill, before the mission turns southwestward for driving to its main destination on the slope of Mount Sharp.

Report sees middle class gains, resource shortages

(AP) ? Nearly two-thirds of the world's population will live in cities by 2030, with most people middle class, connected by technology, protected by advanced health care and linked by countries that work together, perhaps with the United States and China cooperating to lead the way.

That's the best case scenario in a report, Global Trends 2030, released Monday by the U.S. government's National Intelligence Council.

In the worst case scenarios, rising population leads to conflict over water and food, especially in the Mideast and Africa, and the instability contributes to global economic collapse.

The study is the intelligence community's analysis of where current trends will take the world in the next 15 to 20 years, intended to help policymakers plan for the best and worst possible futures to come.

The report is broken down into what the National Intelligence Council calls megatrends that are likely to occur and game-changers ? the what-if's that are less certain but would be so significant that they can't be ignored.

Among the major trends: the rise of a global middle class that is better educated, connected via technology and healthier due to advances in medicine. Power will no longer reside with one or two key nations, but be spread across networks and coalitions of countries working together.

In countries where there are declining birth rates and an aging population like the U.S., economic growth may slow. Sixty percent of the world's population will live in cities.

Yet even with these advances, food, water and energy will be more scarce.

"Nearly half of the world's population will live in areas experiencing severe water stress," the report said. Africa and the Middle East will be most at risk of food and water shortages, but China and India also vulnerable.

Among the anticipated crises is the worry of global economic collapse, fighting among nations that don't adapt rapidly enough to change and the possible spillover of instability in the Mideast and South Asia to the rest of the world.

Technology is seen as a potential savior to head off some of this conflict, boosting economic productivity to keep pockets filled despite rising population, rapid growth of cities and climate change.

The report outlines several "Potential Worlds" for 2030.

Under the heading "Stalled Engines", otherwise known as the "most plausible worst-case scenario, the risks of interstate conflict increase," the report said. "The U.S. draws inward and globalization stalls."

In the most plausible best-case outcome, called "Fusion," the report said, "China and the U.S. collaborate on a range of issues, leading to broader global cooperation."

And under another heading, the report describes a world where "inequalities explode as some countries become big winners and others fail. ... Without completely disengaging, the U.S. is no longer the 'global policeman.'"

The report warns of the mostly catastrophic effect of possible "Black Swans," extraordinary events that can change the course of history. These include a severe pandemic that could kill millions in a matter of months and more rapid climate change that could make it hard to feed the world's population.

Two positive events are also listed, including "a democratic China or a reformed Iran," which could bring more global stability.

One bright spot for the U.S. is energy independence.

"With shale gas, the U.S. will have sufficient natural gas to meet domestic needs and generate potential global exports for decades to come," the report said.

Private college presidents pay was up slightly

Compensation for private college presidents has continued to drift upward, while the number crossing the $1 million barrier ? a signal of prestige, and a magnet for criticism ? held steady at 36, according to a new survey.

The latest annual compilation by The Chronicle of Higher Education covers data from 2010, due to lag time in the release of federal tax information. That year, median compensation for the 494 presidents in the survey ? leaders of institutions with budgets of at least $50 million ? was $396,649, or 2.8 percent higher than in last year's survey. But median base salary fell slightly, by less than 1 percent.

The highest paid was Bob Kerrey, who was president of The New School in New York until December 2010 before returning to Nebraska, where he made an unsuccessful run to return to the U.S Senate. Kerrey's total compensation was valued at just over $3 million. His base salary was just over $600,000, but he received the remainder in the form of a retention bonus, deferred compensation and other benefits.

It is common for such payments to inflate compensation for presidents in their final year in a position. Three presidents in 2010's top 10 are no longer at those institutions: Kerrey, David Pollick of Birmingham-Southern College, and Steven Sample of the University of Southern California.

The highest-paid in 2010 who remains on the job is Shirley Ann Jackson of Rensselaer Polytechnic Institute in New York, who was No. 2 at $2.34 million, followed by Pollick, at $2.31 million. The highest base salary belonged to John Sexton of New York University and totaled $1.24 million out of $1.48 million total compensation.

The Chronicle has previously compiled salary data for the presidents of public institutions, which was available for 2011. Those figures showed three public university presidents earned more than $1 million in 2011, led by Gordon Gee of Ohio State with total compensation of just under $2 million.

Then there's the other end of the scale ? presidents of roughly two dozen Roman Catholic institutions including Villanova University, Boston College, Marquette and a number of smaller schools, whose compensation is zero. All are either clergy or members of religious orders.

The Chronicle reports this year that half the institutions that employed the 50 highest-paid college presidents in 2010 used a practice called "grossing up," adding additional cash and benefits to compensation packages to make up for the taxes recipients pay. The practice has been largely abandoned at publicly traded companies due to shareholder criticism, but appears alive and well in the non-profit sector.

Your Help Needed to Study Andromeda Galaxy

A group of astronomers is inviting the public to join their star-hunting team in a search of the bright Andromeda Galaxy.

The project aims to identify star clusters in our neighboring galaxy, also known as M31. All it takes to find the clusters in Andromeda is an Internet-enabled computer and a desire to help, said Anil Seth, the team's lead investigator. "No special training is required," he said.

The so-called "Andromeda Project," which began Wednesday (Dec. 5), will generate the largest sample of clusters from a single spiral galaxy when it is completed.

Scientists expect the project could identify 2,500 new star clusters when finished. This would provide useful goalposts to chart how the galaxy, which is on a collision course with the Milky Way, formed and evolved. [When Galaxies Collide: Q&A on Our Milky Way's Future]

"The general benefit is to better understand how spiral galaxies form," said Seth, an assistant professor of physics and astronomy at the University of Utah.

"Andromeda is the nearest example of a [spiral] galaxy, except for the Milky Way," he said. "We can study in detail things we can't see in larger distances."

PHAT science

Seth's team is using images from the Panchromatic Hubble Andromeda Treasury (PHAT), which will generate pictures of a third of the galaxy when the survey is completed next summer. (Getting the other two-thirds would take too much telescope time, Seth said.)

The massive project is taking up two months of Hubble Space Telescope time, making it one of the largest surveys completed by the telescope.? Around 20 institutions are involved with many different science goals; Seth's group has one of the projects.

At first, Seth's team manually identified 600 clusters in 20 percent of the images that had been taken so far. The process took months. They aimed to automate the rest of the search using a computer program.

But when the team asked the software to do the same thing, difficulties arose. Since the background of the galaxy varies behind the star clusters, this made it difficult for an automated program to do the job.

"We couldn't get to the point where we could pick out a large number of clusters we identified by eye," Seth said. "There were thousands of candidates that weren?t real clusters."

Around this time, the Zooniverse website caught wind of Seth's work and proposed a different approach: crowdsourcing the images. Zooniverse has several successful projects under its umbrella, including Galaxy Zoo, an effort to classify galaxies observed by Hubble and the Sloan Digital Sky Survey.

Crowdsourcing was a new idea for most of the science team, but Seth said members enthusiastically embraced the idea. They spent half a year preparing some 12,000 images for public consumption, and hope to generate 50 to 100 views on each image by the summer of 2013.

Probing Andromeda's origins

Scientists have several methods to double-check the public's accuracy. These include inserting synthetic star clusters into the images as a test, as well as recycling several of the pictures the astronomers analyzed themselves.

With the information that comes out of this project, the team expects it can begin to answer two major questions about Andromeda: the age of the star clusters, and how stars formed within the galaxy.

"Clusters are good objects to study the formation history [of Andromeda] because they're all born at the same time," Seth said. "Rather than having a single star, we have hundreds of thousands of stars we try [identifying] because they're all the same age. We have a better handle on the age of objects."

More star cluster work is already on tap with the PHAT imagery. Seth's team has picked out Hubble images to analyze for information about how fast stars and clusters are moving.

For that work, the team is using the W.M. Keck Observatoryin Mauna Kea, Hawaii as well as the MMT Observatory near Tucson, Arizona. Seth estimated they have analyzed the spectra of more than 10,000 stars from PHAT.

Collaborators on the Andromeda Project include several American universities, Chicago's Adler Planetarium, Oxford University and the European Space Agency.

Bacteria blamed for world's worst extinction

Nickel-eating bacteria may have worsened the world's worst mass die-off by producing huge amounts of methane, a new study suggests.

The study is the latest attempt to explain how most of the world's ocean species died off in just a few hundred thousand years at the end of the Permian era, about 250 million years ago. The researchers presented their findings Tuesday here at the annual meeting of the American Geophysical Union.

The study proposes that a series of steps caused the mass extinction, but that bacteria played a key role. First, massive volcanic activity in Siberia released nickel into the atmosphere, which somehow reached the ocean. As a result, populations of ocean-dwelling bacteria that use nickel in their metabolic pathway exploded, releasing huge amounts of methane into the atmosphere and depleting ocean oxygen levels as a byproduct of that metabolism. Because methane is a greenhouse gas, the catastrophic gas release trapped heat in the atmosphere and caused the mass extinction by making the climate uninhabitable.

But while the findings are intriguing, many of the steps in this process are speculative, said Anthony Cohen, a researcher at the Open University in the United Kingdom, who was not involved in the study. [ Wipe Out: History's Most Mysterious Extinctions ]

"There are a lot of assumptions you have to make," Cohen told LiveScience.

For instance, it's not clear how the huge nickel deposited in lava flows in Siberia could have made it into seawater around the globe, he said.

The Great Dying
During " The Great Dying," up to 90 percent of the world's species perished. Though no one knows exactly how the mass die-off occurred, fossil records suggest gradual changes like ocean acidification and lessening atmospheric and oceanic oxygen first killed off species slowly, and cataclysmic volcanic eruptions or asteroid impacts then quickly wiped out the vast majority of life.

Another theory holds that vast troves of the greenhouse gas methane, which are normally trapped beneath the seafloor, were released from the ocean rapidly, causing apocalyptic levels of global warming.

Methane explosion
But just what caused that massive methane release remained a mystery. Daniel Rothman, a researcher at the Massachusetts Institute of Technology, and his colleagues wondered whether ocean-dwelling bacteria that churn out methane were the culprits.

His team found through genetic analysis that bacteria called methanosarcina evolved the ability to break down nickel and make methane as part of its metabolism about 251 million years ago. The bacteria may have exploded in population, thereby releasing the ocean's vast methane reserves. And because the bacteria add an oxygen molecule to methane during metabolism, an exponential rise in methanosarcina may have catastrophically depleted ocean oxygen levels.

But in order for methanosarcina to rapidly reproduce, the population would need a huge source of nickel.

Volcanoes fuel extinction
Around the same time, cataclysmic volcanic activity at the Siberian Traps in Norilsk, Russia, spewed up to 2.7 million square miles (7 million square kilometers) of nickel-rich lava.

"The world's largest nickel deposits are in Siberia," Rothman said during the AGU conference. "They are there as a result of Siberian volcanism around 252 million years ago." [ Watch Live: Latest News from 2012 AGU Meeting ]

So the bonanza of nickel needed to spur a population explosion in methanosarcina likely came from the Siberian Traps. If that's the case, then catastrophic volcanoes and methane-making bacteria may have combined to cause the world's worst extinction event.

Though many of the study's proposed causes for the Permian extinction are familiar, it does provide a new timeline of events, Cohen said.

"Quite a lot of the ideas have been around for a long time. It's just putting them together."

Last Wednesday, a Wait, What? blog post began with the reminder that, "Today's double barreled lesson; (1) There is always room for one more Director of Communications on the ship of state, even in the face of a billion dollar deficit, and (2) there are simply no qualified PR people in Connecticut."

The piece reported that Stefan Pryor, Governor Malloy's Commissioner of Education, was bringing in yet another out-of-state person to help him run Connecticut's Department of Education.

This time it was a new public relations person, the third he has had since becoming Commissioner about a year ago.

On Friday night, the CT Mirror got word that Donnelly's salary will be a paltry $82,000, not the six figure income I had reported, although that's still well over $100,000 with benefits.

CTMirror wrote,

"Three. That's the number of spokespeople the Connecticut Department of Education has had in the last year following the death of the longtime spokesman Tom Murphy, who was well-respected for his exceptional knowledge about education policy in the state.

First came Mark Linabury, who now heads the Bureau of Choice Programs at the department. Then came Jim Polites, a former teacher and previous spokesman for Democratic legislators. On Friday, the education department announced Polites would be moving to Linabury's department to "direct community affairs."

The new spokeswoman, who started Friday, is Kelly Ann Donnelly, whose background is largely in communications for political campaigns in New York and New Jersey. Donnelly's salary is $82,000 a year."

Donnelly will field questions from the media as the state education department works to implement Gov. Dannel P. Malloy's education reforms."

As noted on last Wednesday, although Donnelly has absolutely no background in public education or education policy, she is an experienced political operative, having worked on numerous political campaigns in New Jersey and New York.

Apologies to Ms. Donnelly, considering I mistakenly reported that her salary was over $100,000.

Since becoming Governor Malloy's Commissioner of Education, Stefan Pryor has hired a series of new, out-of-state, senior managers and consultants, almost all of whom have worked for or with him in his previous jobs. ?Most recently, Pryor hired a "Chief Turnaround Officer," who had previously worked in New York City, where she was widely known as the person in charge of closing down public schools. ?She had also previously served as a consultant for the Superintendent of the Louisiana Recovery School District in New Orleans.
